There are several ways to look at and answer the question of Baptism of the Holy Spirit.
The baptism of the holy spirit is not taken place at conversion. It is a ministry in the life of a believer.
Salvation is where the believer recieves the indwelling of the Holy Spirit
Most are saved but they are not under the influence.
When we go from saying "I have the Holy Spirit, to saying the Holy Spirit has me, that’s when things change"
Doctrinal Perspective:
The Baptism in the Holy Spirit is a fullfillment of Scripture – All the scriptures we have referred.

John the Baptist was filled with the Holy Spirit and prophesied of the Holy Spirit baptism

Jesus warned of blasphemy against the Holy Spirit

Jesus was conceived when the Holy Spirit overshadowed the virgin Mary

Elizabeth, the mother of John the Baptist, was filled with the Holy Spirit

The dimensional Answer:
The Baptism of the Holy Spirit brings to the believer the second of two dimensions of the spirit filled life.
Salvation
Salvation takes place through the work of the Holy Spirit
John 6:44 (ESV)
44No one can come to me unless the Father who sent me draws him. And I will raise him up on the last day.
When people are saved the have the Holy Spirit. There is no salvation without him.
Christians are indwelt with the Holy Spirit
There is a story of a man who constantly went to the altar, seeking God to fill him with the Holy Spirit. He would be frustrated. Then a sister came to kneel behind him and said Lord...dont fill him...he has holes
The second dimension of the Holy Spirit is- SERVICE
The service dimension takes people deeper in the will of God through empowering for service
Its not for rank, status, not to show level of authority...but to instead empower for service.

We are immersed in the Holy spirit
The Bible references a number of different kinds of Baptism. 7 to be exact:
The baptism of Moses into the cloud and into the sea
The baptism of John unto repentance and changed lives.
The baptism of Christ, which he performed personally and also commisioned his disciples to perform (John 3:22)
The Baptism of suffering with which Jesus himself would be baptized (Luke 12:50)
Water Baptism (Matthew 28:19)
Baptism into the body of Christ and a spiritual baptism into his death and resurrection (Romans 6 and 1 Cor. 1)
Baptism in the Holy Spirit took place for the first time on the Day of Pentecost (Acts 2:4) and elsewhere as noted in Acts.
